Can I train mac dictation to do a command like insert date or date stamp my notes or letters

You would use "Speakable Items" for that, not Dictation. It's in the Accessibility preference pane. Warning: It doesn't work very well, and never has. You will have to learn AppleScript or search for scripts to customize it.
