My girlfriend has the same problem. She cannot access her account because it's locked. The rescue email was from a former company, so she cannot get there either. The security questions were never set up, so those don't work either.
She called apple support, and they said that she has to answer the security questions. Basically they are reading the website, and are not resetting anything for her. They keep saying she has to answer the security questions, which fail, and when you explain that to them they say she has to answer the security questions. It's going round and round in circles. Very expensive lack-of-support for just reading the webpage we are looking at ourselves.
How to get out of this situation?
