I've had this problem for a few weeks and couldn't find the time to take care of it, before uninstalling everything, I downloaded the 11.4 iTune one last time and suprise, surprise all is good, libary fully intact, playlist good, update installed with no errors...rebooted a few time to confirm.
I guess Apple got the message after 50K views of this topic.

Feb 25, 2014 7:03 AM in response to DetroitMikeManby turingtest2,Apple reworked the installer slightly on Feb 6th. Seems to update more reliably for some but for others the issues remain. Those that still have difficulties should see Troubleshooting issues with iTunes for Windows updates.

What is the status of the Mr. Fix-It ?
Also can you be more specific as to which Mr. Fix-It you are using.
- most of these type of utility programs remove redundat registry entries, however I have not had one that fixes installation errors to make a application program work !
When You said,
"If I try to reinstall by going to the iTunes website, it goes through most of the motions only to tell me at the end that the "iTunes Installer Interrupted. Errors occured during installation before the requested operations for iTunes could be completed.""
simply tells me that the procedures in the 3 steps have not been completed correctly !!
As for the "Windows Install Clean Up" don't believe everything you read as I have been using it on ALL Win OS's from XP up to 7. So far I have not needed to use it on Win8 but I will install it to see if it will work and let you know for the benifit of forum members.
