how to enter passcode with LETTERS in ios 7?

The only way to do that is to turn off Simple Passcode in Settings. If the phone is prompting you for a 4-digit passcode, then your passcode does not contain letters.

i cant go in the settings becaause my phone is getting disable everytime i enter a wrong passcode
Look, your question has been answered. Either force the phone into recovery mode & restore it, or don't use it.
Read the rest of my post. If your phone is prompting you for a 4-digit passcode, then that is what you had on the phone. Your best bet is to stop repeating this quesiton, asking it in different ways and restore the phone.
