Hey,
My iphone 4 touchscreen is not responding, the screen is running like i can see the animations and that but i cant click or slide anything. I restored my iphone and now its on the setup screen and i cant slide it. Before i restored it, the iphone kept on restarting on the iphone boot screen.

Did you restore your iPhone from a backup? You may need to restore it as New to see if the issue persists. Here are a couple of articles that may help:
