What does 'error 1142 runtime issue' mean?

Everytime whether I am in my folders or trying to get itunes to work I get the error code 1114 (windows error 7) pops up. I am unsure how to fix the problem and I ave completley uninstalled itunes and reinstalled and its not working still. Please help thanks 🙂
