I have rented a moovie, but when I want to watch it on my Ipad, it says that I have already rented it and that I have to go to downloads to manage my downloads. I do not have such a file.

Yea it is there but when I click to download it it says this:
You have already rented this but it has not been downloaded. Go to downloads to manage your downloads.
Goto iTune Store again and try renting the movies again and see what happen.
A WATCH button appears, when I open it it directs me to my videos where it says me the same thing.
If you tap downloads, you should be able to see the progress of movie download.
I have a strange feeling the download is corrupted or in-complete.
You may want to delete the movie and download again.
Settings>General>Usage>Storage>Videos>delete movie
When I go to to usage it says that I have no data in my videos app.
This shows that movie is not downloaded to your iPad.
Suggest you contact iTune Support and get them to reset movies for you to download again.
Just contact apple and they will give you a refund. I had the same issue and I just emailed them and they refunded my purchase. I downloaded my movie again with a strong wifi connection and I had no issues. Hope it helps.
