Issue with viewing help and Windows 8, any answers?

I had to search and try different things to view this page. When I was inside iCloud help, the left list of categories covered 33% of the directions on the right side. No, I could not maximize the window or drag it to allow me to view the right side! Finally, I blindly clicked on a link I could not read and got the right category and direction. Please help me understand how to avoid this in the future. I am stuck with a new computer with Version 8 windows. I refuse to upgrade to the newer one. I am considering wiping it and buying windows 7 to get some semblance of order on my computer. Windows 8 is horrible. I have friends who gave up. Just use their phone now.

Thank you in advance to whomever can give me some insight! BTW in this home we have multiple products from Apple, from iPhones to Apple TV. I am using a PC with Windows 8 to try to delete some photos from my photostream and all devices that are poor quality. Thanks!
