SOLUTION: Hit the "Home" Button 4 Times in a row and the program shuts down.
Things are now back to normal.
Good knowledge for people with 2 year old daughters who need to watch "What does the Fox say" over and over and over again.

Actually, that wasn't Siri locking you out of the phone, it was one of the Accessibility features activated that provides help for people with disabilities. Go into Settings>General>Accessibility>Accessibility Shortcut>OFF. The shortcut is what is activated by the multiple clicks.
