Sync is not working

Sync is not working

I go to sync my iPod touch and it says "Determining tracks to sync" and then it says "Waiting for changes to be applied" and then that's it. I want it to sync how can I get it to sync

iPod touch, iOS 7.0.4

Do you have Windows 8.1? There seems to be problems with 8.1 and the latest iTunes version.

It says I can't sync because the sync failed to finish

Okay so I didn't click anything and I don't know what happened, but all my music is now on my iPod and it synced succesfully.
