Your App Store app is supplied by Apple as part of iOS and cannot be deleted.

One thing you could try is Settings > General > Reset > Reset Home Screen Layout

Another thing you could try is searching for it using Spotlight. Swipe down on the home screen starting below the top. Type App Store in the search bar.

Thanks! It was restricted. I had tried spotlight search, master reset and upgrading it before making the post but didn't think of it being restricted. Thank you
