New ipad air is using way too much data when tethered to my phone. It's wiped clean with nothing installed except a few browsers. Background app refresh is off. Ipad mini running iOS 6.x does not have this issue. I metered the data use and watched it (ipad air data use) skyrocket with no apps open except opera. Was not browsing. Opera said 1 meg was downloaded. However it used 15x that amount. Is this an ios7 issue?

What service provider do you have?
I'm using AT&T but my phone is just set up as a wifi hotspot, so I'm not certain how that is relevant.
Because different providers charge you for data different ways. One thing I would try, disable the apps you are'nt usings ability to even access the internet. If you need help with that, its just in settings under apps.
I thought the problem was solved after letting it update all the apps and sit for a while on a wifi network where I have unlimited data... Unfortunately when I tethered today it sucked down 40 megs with zero apps open. I turned off the wifi hotspot before it used more data.
What is it downloading???? This is really frustrating. I wish I could put ios 6 on this ipad.
Last week the ipad downloaded about 280mb with all apps closed. It just now blew through 70mb with nothing open. Its time to take it back to the store.
Sell this pos and buy a win 8.1 tablet. I can install apps to limit data to exclusive apps.
Update...
I went to the apple store and they swapped out my ipad for a new one. No more data issues!!! Other minor issues also taken care of. Customer service was exemplary.
