Whenever I send a text the red exclamation point pops up and says it is not delivered but it actually does get delivered and when someone texts me it says the same thing to the person texting, but only when they text me. They are not having a problem sending texts to other people

If the issue is actually with SMS (green bubble), contact the carrier.
If the issue is with iMessage (blue bubble), turn off iMessage, wait 24 hrs and turn iMessage back on.

Actually it was not helpful. I went to the Apple store and I was told to do a restore on my phone and that still did not solve the issue. I guess it is a problem in the software and hoping that when a new update comes out it will solve the issue
Same problem. When my sister (also on iPhone) sends me texts, her display says "not delivered", but I do get the messages.
My phone (or Verizon) is also sending old text messages to another recipient (non-iPhone user, but same network). When I reply to messages, my phone will often send messages that are days old. It often won't send the new message at all. Sometimes it will send both an old message and the new reply. And often it won't send my texts at all (but I don't get notified of the failure), and I miss incoming texts.
It's pathetic.
I'm on iOS 7.1.2, iPhone 4.
I've read this thread, other threads, and started yet more. You can't say definitively what's to blame for this issue. In fact, if you search on it without using "iPhone" in your search terms, you'll still find that it's PREDOMINANTLY reported on iPhones.
End of story. Keep caterwauling if you want.
As already stated by whom? You don't know where the blame lies because none of us has enough details on the issue. I've just talked about issues with messages to both iPhone and non-iPhone users.
Did you even read the thread to which you replied?
There are millions of iPhones in use, the last response to this thread before your replay was 6+ months ago.
This is not an iPhone issue... it's a carrier issue or possibly some setting or some other issue specific to your device.
As already stated, SMS is a carrier issue. Talk to the carrier and demand they fix the issue or take your business elsewhere.
