Q: unable to setup iCloud account

Have attempted to set up iCloud account. Have downloaded the app - however when I try to login it states that I have a valid Apple account but not an iCloud account. When I follow the link to setup an account, it takes me back to downloading the app. I did this twice and have changed passwords several times but no icloud account has been generated. How do I setup an icloud acct?

You can find out more information about using your Apple ID as an iCloud account in this link:

The most pertinent section would be "Using the same Apple ID for Store purchases and iCloud."
