My ipad suddenly blocks all wi-fi access with this notice: “Web Page Blocked”

I've ensured my time is on auto, have reset setting, etc. but nothing works to-date. Here's the full error notice I receive: "Web Page Blocked. An error ocurred while trying to rate the website using the web filtering service. Web filter service error: invalid licence" This isn't about a specific site--I won't allow wi-fi to connect. Any way to disable, stop, etc. this process?
