Generally when you receive an email from AT&T about an unlock, it will tell you if the phone has been unlocked and then tell you to wait 24 hours before restoring the device to complete the unlock. I'm not sure where you got this screenshot you shown, but if you received the unlock email, then you need to connect the device to iTunes, restore it as new, not from a backup and you should see the message, Congratulations, you iPhone is unlocked, in iTunes. If you restore and do not see that, then you need to contact AT&T.

As I stated in my reply, if you tried to restore the phone in iTunes to new and did not receive the Congratulations message after you recieved an email from AT&T saying the device was unlocked, then you need to contact AT&T. No one here can help you with this.
