New IPad air set up question?
I am trying to set up my new ipad air by backing up from my icloud from my ipad 2. System keeps saying my apple id/password is incorrect. Can I do this or set up as a new ipad then backup manually from my computer?

Your terms are off, no wonder computer is confuzzeled.
If you did a backup of the iPad 2, good.
You will use the SAME Apple ID and password for your new device as you did for the iPad 2.
⚠
SAME Apple ID and password..... Don't make a new one!!!

All your purchases are tied to the Apple ID. If you get a new one, you lose all access to old purchases.
Start setup on the new iPad. When asked, you want to "Set up as new, from backup of Kasia's iPad 2"
The new iPad will then RESTORE the old backup to your new device.
If the iPad is used or has a different Apple ID and password, you need to get rid of that and use your Apple ID and password.
If you are getting rid of old iPad: http://support.apple.com/kb/HT5661
Is your NEW iPad Air actually brand new or did you buy is used from somewhere and it is only new to you?
I did that but it kept telling me by apple id password was incorrect
brand spanking new
Can you open settings?
Does it have someone elses email address, or iCloud account?
If yes, try:
Settings
General
Reset
erase all content and settings.
If this works, you can now start over.
If not, you have to return the iPad to where you purchased it as it is registered to another user and therefore LOCKED to you.

Transferring your prepaid cellular data account depends on your carrier. AT&T lets you move it yourself when you go to Cellular Data in Settings and log into your account with your previous AT&T user name and password. For iPads with Sprint service, you can set up an account on the new iPad and contact Sprint Customer Care (888-211-4727 and go through the menus) to deactivate the old plan and get credit for unused service. For Verizon, call the company’s customer service number for mobile broadband support (800-786-8419) and ask to have your account transferred.
Cheers, Tom 😉
