My sleep/wake button doesn't work on my iPhone 4 is there any apps I can download to make it sleep

You do not need the sleep/wake button to make it sleep. Go into Settings>General>Auto-Lock and set a time there. If you set it for one minute, then at one minute of non-use, the phone will go to sleep.
But I want to be able to lock it before the 1 minute
There isn't anything you can do about that except to get the sleep/wake button fixed. It is an integral part of the phone and is used for troubleshooting steps as well. Using a device without one is just waiting for trouble. However, if you want to, you can go to Settings>General>Accessibility and turn on Assistive Touch. Then to lock the phone, tap on the Assistive touch button, tap on Device, then tap on Lock screen.
