No Downloading of Apps from App store

I cannot download anything from the app store as there seems to be outstanding balance against my debit card. Now my card is not active as am not in the United Kingdom at the moment. I can however pay the balance using PayPal. But there is no option of that when you try to verify your details. A mere 2.87 pounds is restricting me from downloading apps. Is there any way I can pay via Paypal and be done with it?
