Everything is basically working fine with my configurator image with some annoyances. Problem this time is location services is grayed out in the restrictions section and allow changes is already selected. I've gone through the restrictions options with apple configurator and can't find anything addressing locations services directly.
Thanks for any advice.

No i never did find, i ended up needing to find a work around somehow but no i never did find the direct answer to this question.
As far as i tested it out, Apple Configurator frozes the state of the localisation service.
If i enable the serice before i push the config, service is enabled, but i can't disable it. (green/grey)

:-( This looks a litte buggy to me.
I think this is definitely buggy and should be in the next Apple Configurator update.
I have a semi-solution to this. Warning! First activate/Deactivate the location settings you wish. The setting that affects it is Allow Modifying Find my Friends settings
