I have tried to contact apple id and security to unlock my accont, tried by phone , in romania and other countries , but number doesn t work and maybe in other countries it refuses my connection because lack of credit , how do i contact apple security support excluding phone calls
You don't.

If that's not working, you can try the web request system:
http://www.apple.com/support/appleid/contact/
or you can call one of the other countries, though you'll have to pay for the call unless you use one of the methods you can find on the Internet to call an 800 number from outside of its country.
