What is an "electronic console"?

Only if the manufacturer has created an App. Most instruments like that require a serial connection, not Ethernet or Bluetooth.

Assuming the equipment is not web enabled, it will require hardware and software. For example this:

Uses a hardware interface to go from the bluetooth in the iPad to an adapter that plugs into the OBD-II connector on the vehicle. Then, there is an app that displays that info on the iPad.

You would need something similar, depending on how you talk to the equipment. It is such a limited market, however, I don't see a need for the product.

It's not just a question of the software. There needs to be some type of hardware to interface the device to the system.

Something that would take the commands from the program and send the electronic device the proper signals to do its operation.
