Notes not the same between devices

My iPhone and iPad have 19 Notes. My MacBook only shows 2 of those notes. I have the Notes turned on in iCloud. Why are they not the same?

MacBook Pro, OS X Mavericks (10.9.1)

All my notes were created on my iPhone using my @me mail account. From my MacBook Pro I log into iCloud and all the notes are there. When I open Notes from my MacBook Pro tool bar it opens with only 2 notes out of the 19. In my MacBook Pro system preferences, iCloud, I have Notes checked. Is there a way to force the sync?
