iPad 2, iOS 7.0.4
Photo stream photos don't use your iCloud storage so deleting those won't make any difference.
Where are you seeing that iCloud is using 8.9GB of photos?
I've deleted all photos from my ipad and photostream, so that there are no images on my ipad what so ever. Yet when I go into iCloud it says that there is 8.9GB worth of photos. This is a lot considering only 5GB of free iCloud is given.
