How can I access all installed apps from either account?

How can I access all installed apps from either account?

I have emailed Apple directly about this issue and should have figured out that the answer they gave me was nothing but a flat out lie. The lie Apple gave me was that if I sync both accounts to the same computer, I can access all purchased and free apps from either account. So I do just that. What a surprise! Doesn't work! So if anybody else has multiple accounts and is able to access all apps, purchased and free, purchased from either account and used on any account, help would be greatly appreciated.

Make an appointment with an Apple Genius, and discuss the situation.

I access three different iTunes accounts (mine and 2 kids) just fine.
