I bought iPhone 5s last October it was unlock sealed I put my 02 sim in and now it's locked to 02 and they will not unlock it is there any cheap why to unlock it …!

No. Only O2 can authorize the unlocking of your phone, & if they refuse, then there's no way to get your phone officially unlocked.
