Q: Mail will not close

Mail will not close and prevents my MacBook AIr from shutting down. Tried cancelling shutdown and closing Mail but will not close and so on and so on.

MacBook Air, OS X Mavericks (10.9.1)

    Press command + option + esc keys together at the same time.

    Wait.

     

    When Force Quit window appears, select the application if not already.

    Press Force Quit button at the bottom of the window.

    Wait.

     

    Application will quit.

     

    If this does not help, press the power button for 7 or more seconds.

    Computer will shut down.

     

    Restart.

    This has been going on since Mavericks was released. Why is force quitting an acceptable solution? I can quit mail fine when not trying to shut down. If it is running when shutting down it prevents it, and you have to force quit to continue. This can not be an insurmountable bug to fix, yet it still exists months later. What's up with that?
