is it possible possible for the thief to register another icloud accout for the same IPAD, it it possible for me to back up my vidieos and pictures remotely.

If you had Fond My iPhone turned on and you are running iOS 7 then the thief cannot wipe and deactivate the iPad with someone (you) either clearing the iPad from their iCloud or entering your Apple ID and password into the iPad. As long as the thief does not have your Apple ID password the iPad will never be used again.
2. Is it possible that the IPAD is online and I cannot use find my IPAD to locate it because it has been flushed, wiped and reformatted.
