Apple ID vs My mom

I bought my mom an ipad and she registered her apple id on the wrong email. So currently she doesn't have an access to the email, she've forgotten the code words, but I still have the box, clear proof of purchase and warranty from a local apple dealer.

Local apple dealer told us that we cannot return ipad on a warranty since we cannot disable all security passwords (such as apple id).

So how can I help my mom to unlock her ipad?
