My Wi-Fi settings is greyed out and will not let me connect to wi-fi

I too faced the same issue with my iPhone 4S and now I am not able to resolve, I tried all options mentioned on the community to resolve this issue, but nothing works, I tried even set up as new iPhone but still problem is same wifi button is grey out. I am on iOS 7.1 still not resolved.
