What do i do if i lost my iphone and location services are off?
Report it lost with your carrier and they can disable the device. 🙂

You can go online if you have the find my iPhone setup and you can lock it or erase it so no one will find your personal information
Her phone has location services off so she won't be able to do that.
That shouldn't have anything to do with locations services. As long as her phone has internet that should work
If your iPhone is lost, Find My iPhone is on, but location services are off, this applies:
Find My iPhone won't be able to locate your device, but you can still use the app to take certain actions:
- Make the device play a sound
- Display a message on the device's screen
- Lock the device (using the Lock feature in iOS 5.1.1 or earlier, or Lost Mode in iOS 6 or later)
- Erase the device.
