If you don't plan on her having many movies, or music, the iPad 2 should do nicely. Currently Apple ony;l seels the 16GB iPad 2.
While you can get the iPad Air in different storage sizes. 16,32,64,128 GB.
Also of note is that the iPad 2 is nearing End of Life. So no guarantee it will continue to be supported for very much longer.

While the Mini is the entry level for the smaller form factor version.

Also of note is that the iPad 2 is nearing End of Life. So no guarantee it will continue to be supported for very much longer. While the Mini may still have a little while longer to go.
Your main difference will be the Screen Size. You get almost 2 more inches of screen on the iPad 2 than that mini, but its also noticeably heavier.
