Q: problem with personal hotspot - laptop does not always find iPhone - works intermittently; turn off and back on hotspot, bluetooth, cellular roaming - try all kinds of variations and still does not find hotspot.  Then all the sudden it does work???  Why?

Having problem with personal hotspot - laptop does not always find iPhone - works intermittently; turn off and back on hotspot, bluetooth, cellular roaming, wifi - try all kinds of variations and still does not find hotspot.  Then all the sudden it does work.  Why???  How can I make this work every time?  Currently, I'm connecting from the exact same location and proximity from laptop to phone - just sometimes it works and finds the iPhone and some times not.  Very frustrating.  Any reasons why or what I can do to make this always find hotspot?  Seems to work best first thing in day.  Once it disconnects it is very difficult to reconnect to the hotspot.
