why is the red dot for new voice mail not showing up

I missed two calls. I could see them listed on the locked screen. There was a red dot with the number "2" inside on the message folder, indicating this. However, there was also one voice message, yet there was no red dot indicator. Once I cleared the missed calls, the red dot disappeared. Had I not gone into the voice message folder, I would not have known I had a message. Previously, if I had a voice message and not listened to it, the red dot would remain with a number "1" inside. Why is this setting suddenly not enabled and how do I enable it? I have looked through every setting to try and determine a reason and unable to find anything. I have also turned off and restarted my phone entirely and nothing.

Any ideas out there? Any ideas beyond doing a complete reboot/system reset?
