I can not get into my phone the voice over has locked my phone how do I get in my phone?

I can not get into my phone. I would like to know how to reset my phone ? the voice over is not allowing me to get in my phone. Please help

iPhone 4, iOS 7.0.4

  1. Press Home.
  2. Tap Settings. Then double-tap Settings.
  3. Tap General. Then double-tap General.
  4. Use three fingers on the screen to scroll to Accessibility.
  5. Tap Accessibility. Then double-tap Accessibility.
  6. Tap VoiceOver. Then double-tap VoiceOver.
  7. Tap "On" next to VoiceOver. Then double-tap "On" to turn it off.

You have to tap, then double-tap to select the numbers to enter your passcode.
