I like the JAMF Compoer utility for making packages. Apple PackageMaker is hard to use.
I can't get this file
/Volumes/Microsoft Office 2011/Office Installer/Contents/Packages/Office2011_en_dock.pkg.
Have you got an installation DVD?

I have a ISO file from the volume licensing program. It's office 2011 sp3
OK. I believe you want to burn a DVD from the ISO file.
Then the path /Volumes/Microsoft Office 2011/.... or similar should be valid.
Use Finder => Go To Folder => /Volumes to see your mounted volumes.
There is no volume as the ISO only has a package file which you can't explore. Is that file something I must have. Also will this make the package a unattended install. Need that for Netinstall.
It's been a while but as I recall the dock package was not critical.
I was able to build a custom package using JAMF Composer which installs unattended with Netinstall.
Good luck.
We don't use Capser instead we use Air Watch is there any type of tool like the JAMF Composer I could use?
You can buy Compser separate from Casper. Or use Packagemaker.
I was able to build the package but the since this is a new install all the folders that office needs to install to don't exist the install just places them in the Applications folder and none of the Office (word, excel, powerpoint) can open. How do I create these folders before had in the pacakge so that the installer knows where to install them to.
