No, iOS 7 will never be released for your iPod.
iOS 6 is the last version that your iPod touch can run, sorry.
iOS 6.1.5 is the latest ios for your 4th gen ipod. the 4th gen has 256mb of ram and it would need 512mb of ram to run ios 7.0.4
