iPhone 4 rings AND vibrates even when vibrate toggled off?!?

Ok... see a lot of people talking about there phones getting stuck and constantly vibrating or even vibrating on calls with no ringtone/sound...My problem is not that!?

I have turned all vibration off in Sound Settings... but when I get calls or alerts like from an alarm, it plays the sound AND STILL VIBRATES?!? Why? iOS6 still...
