I assume your profile is out of date. Activation Lock is an iOS 7 feature, and is not part of iOS 4.3.3.
To resolve this you MUST use the Apple ID and passcode that the phone was logged in to when Find my iPhone was enabled. A new Apple ID won't work. The only ID that can unlock the phone is the original one. This is the antitheft feature of iOS 7. See: http://support.apple.com/kb/HT5818
