Q: Itunes crashes with Runtime error

I recently tried to upgarde my iTunes program on a Windows 7 machine.  The upgrade would not complete and it gave me the optioni to Download only the try and apply the update.  Now everytime I try to run iTunes I get a Runtime error.  I tried to download a new full version of iTunes and it errors out because it can not start Aplle Mobile Device Services.  Should I do a complete uninstall and try again or is the issue with the Microsoft C+??
