How do I label icons on desktop

If you are referring to a collection (box containing multiple apps)

hold the icon until it wiggles (similar to delete an app)

once wiggles, tap once and it will open the details

click the title and change to your hearts desire.

You CAN however create App folders and label those. Tap and hold one app icon until it wiggles, then drag it on top of another app you want to group it with. This will create a folder and you can name it whatever you want.
