Make absolutely sure that you are entering the correct password on the correct iPad.
If it still does not work then you will need to try to restore your iDevice from the same computer that you most recently synced to.

If you can't do the restore then you will need to try Recovery Mode.

I know this is years later, but maybe someone else has this problem currently and will still be looking for advice. PASSCODE and PASSWORD are 2 different things. PASSCODE is what you enter when your phone is locked. PASSWORD is always used in conjunction with username.
