Double tap Home button, swipe Safari snapshot UP to delete from multitask-list.

Press Home button when finished.

Are you wanting to stop the Hot spot service totally? you would have to contact the wireless carrier for that. But if you're just temportally wanting to stop it, force close the app, or hard reset the device. There should also be a way to turn it of in the App itself.
