Q: I don't have a restrictions button . Why ?

I can't download apps and I read I could fix that by the restrictions button but I don't have that button . Can you help please

iPad 2, iOS 7.0.4

It's in Settings -> General -> Restrictions

I don't have the restrictions button . All I have is auto-lock & lock/unlock .
