The flashing "?" indicates that the computer can't find a valid System Folder from which to boot the computer. The cause could be software-related, such as a corrupted directory, damaged System Folder, etc. or it could be hardware-related, such as a hard drive with a mechanical and/or electronic problem. Have you done a web search (check ebay) for an original 7600 Restore Disk or a bootable Mac OS installer disk? You need at least OS 7.5.3, as that version shipped with the 7600s. Additional supported OS versions include 7.5.5, 7.6, 7.6.1, 8.0, 8.1, 8.5, 8.5.1, 8.6, 9.0, 9.0.4, and 9.1). A Utilities Disk (like Norton Utilities 3.5.3, 4.x, 5.x, 6.x or Norton SystemWorks v. 1) would also boot your 7600.

A floppy from the above file should work as a startup disk for your computer (it is intended for Mac OS 8.1 and Mac OS Extended, but it should at least allow you to boot the 7600). However, the problem is that you would have to locate someone with another old (pre-1998) Macintosh computer with Disk Copy 6.3.3 (the Make a Floppy command under the Utilities menu) in order to create the floppy.
