Q: Am I able to have cellular on an existing wi ipad mini?

I have an existing wifi ipad mini, I would like to upgrade my mini to use cellular am I able to do this?

iPad mini Wi-Fi, iOS 7.0.4

There is no way to upgrade an iPad to have cellular. You can sell it and purchase a mini with WiFi + cellular or you could purchase a MiFi device.
