Are you sure about that? iOS 7 introduced an App icon.

As already posted there isn't an app showing as 'facetime'

Go to settings>General>Reset>Reset Home Screen Layout
I think it's so funny when there are so many to contradict without the 'chance' of anyone explaining how to fix the issue.

Find a missing FaceTime app
If you are unable to use FaceTime or locate the FaceTime app, follow these steps:
Note: FaceTime may not be available, or may become unavailable, on devices purchased or used in certain countries, including Saudi Arabia and the United Arab Emirates. Check your device's region of purchase for more information.
- In Settings > General > Restrictions, verify FaceTime and Camera are On. Disabling Camera also disables FaceTime.
- Restore your device:
- Back up your device to iCloud or iTunes.
- Tap Settings > General > Reset > Erase All Content and Settings.
Note: This will erase all user data from your device. - When complete, configure your device by selecting your region and language and then restore your data using the iCloud or iTunes backup.
Note: When setting up and restoring a backup from iTunes, ensure that your computer's language, country, and date and time are set correctly. - If you still cannot locate the FaceTime app, verify that Settings > FaceTime is present. If Settings > FaceTime is present, try using the Spotlight Search to locate the FaceTime app.
