How much and how often amI being charged for iTunes Match and iCloud? How could I download music from my previous iPhone without compromision my laptop's integrity to iTunes?

iTunes Match is an annual $25 fee.

iCloud storage is also an annual fee, and the price varies on how much storage you have:
5GB - free
10GB (15 in total) - $20
20GB (25 in total) - $40
50GB (55 in total) - $100

Looks like you won't loose the music you have already downloaded but there will be no backup. I would double check as I am no expert and I am having similar questions.
