opened in safe mood but no icons are showing on desktop

There was some abruot closure of the windows s my mac mini was showing grey screen so I opened in the safe mode by pressing shift button now it is showing the blue screeen with the screen saver but no icons to use .I pressed the F6 button than a icon appeared of itune so through there I went to finder and able to browse bit.I did the disc repair through disc aleady no use.

Now anytime I open in safe mode the blank screen saver screen is seen without any icon and finder.please tell the soultion as soon as possible.
