PLEASE HELP

i currently have two apple id accounts and both of them are really messed up. the first old one i have is still on the device, but i forgot the password and cant buy stuff anymore and when i tried to access emails that apple sent to verify the account, i couldnt see it. so i created a new one and figured I could just restart everything, but this account cant be verified for some reason either. my icloud account isnt workin either. my hope is that i can delete the new account and fix the old one so that i can still purchase stuff.
